A Crab Can Build a Shelter?

Yesterday my son took his 8-year-old daughter to a beach near Ladysmith.  They were watching little crabs crawling around in the shallows. 

My son’s attention was caught by a little crab, maybe 1/2 inch across his shell, who seemed very intent on moving a small rock.  The little guy struggled to move it about 6 or 8 inches until it got to two other little rocks standing fairly close to one another.  The crab got the rock up on top of the two little rocks to form a shelter, then crawled inside.

It seems incredible that a crab is intelligent enough to create a shelter deliberately — but what other explanation is there?
